all services hanging

I have a Win2000 SQL server (SQL7) that has some services
either stopping or starting. In fact you cannot manually
start or stop ANY services, also you cannot run any
installers or un-install programs from add/remove.
Does anyone have any ideas as to what could be the cause,
additionally this also happens in Safe mode.
thanksIt sounds like this issue has to do with WINDOWS, not SQL Server. It sounds
like a security setting (group policy, or something similar). If you don't
get any solid answers here you might want to post to a windows group.

not SQL. I would say that your access rights have been
changed without you knowing about it.
